An outline for developing the mineral recovery industry in Florida.

The inspiration for "Project 410" is to honor the people and spirit that built
the "Empire State Building" in 410 days and remind all involved of what can
be done with a "can do" attitude.
We must first extend our coastal boundaries as outlined in the report
"Managing the Submerged Lands". It is important in this process to stress
that the Federal Government has only the power granted to it by the States
and power granted or perceived as granted can be revoked.
The management of the submerged lands must be under 100% control of
the State of Florida and it must be made perfectly clear that the federal
government has no jurisdiction. This may also be a good time to remove
any Federal Government intrusion on all Florida businesses and state a
resolution on the "Commerce Clause" of the United States Constitution to
show that clause only gives the Federal Government the authority to insure
that commerce flows freely "with foreign Nations, and among the several
States, and with the Indian Tribes." This clause in no way gives the federal
government of the United States any more authority to govern businesses
within the boundaries of any State than it would have authority in a foreign
nation such as Cuba.
We should establish one agency to manage the industry from lease sales
and management to delivering refined product to market. This may involve
relocating some existing personnel in other departments, such as the
Florida Department of Environmental Protection, to this single agency. It is
important to do this so that every aspect of this industry answers to one
person that oversees the entire industry. This may be best achieved by
creating another cabinet position that answers directly to the Governor and
the Legislature.
As we are really starting with a clean slate, we should make the most of this
opportunity to develop the most advanced, safest and efficient mineral
recovery industry on the planet. We have an unparalleled resource that will
be available to us soon when the federal government ends the shuttle
program at NASA. We should employ the best engineers available to us
from this action and put them to work analyzing the current procedures,
equipment and techniques and apply the thought process involved in space
technology and engineering to redesign mineral recovery and refining.
I think an important part of this process is to also maintain management of
where the recovered product is sold. Florida has long been supplied by
refineries in other states that have been subjected to creating different
blends of product depending on the season. Florida should build two
advanced refineries to process product specifically for the Florida climate
that could be consistent throughout the year. This would prevent plant shut
downs to re-formulate thus keeping cost down. By focusing first on the
demands of Floridians for the product, it would open up more supply volume
for other parts of the country and help to lower their costs as well.
Eliminating the Federal Government from this process and having the entire
industry governed by one agency will prevent the bureaucracy of multiple
agencies from unnecessarily slowing down the process and productivity. It
would also allow the agency to recruit the best and the brightest for every
aspect such as safety, environmental protection, production and
transportation. This would give the opportunity to review all current
regulations and requirements currently used by the industry and to put the
head of each department within this agency in a position to understand and
explain these regulations and procedures to the head of the agency, so that
regulations and requirements could be deleted or added as needed to
maintain the highest level of safety and productivity without overbearing the
industry with unnecessary rules and regulations.
With the correct organization in place, the State of Florida could attract the
investors needed to build every structure and piece of equipment needed
within our State to begin production and secure a rapid rate of return in that
investment.
This is only a rough outline of the vision for the future and it will be vital to
have the right people in place to carry out this mission.
